- Develop questionnaire, analytic handbook, and technical manual for RTEI.
- Participate and facilitate in consultations with right to education experts and interested parties.
- Collaborate with in-country civil society organizations to pilot RTEI in five countries.
- Produce a global report from pilot RTEI results.
- Conduct desk review of International Finance Corporation (IFC) investments in fee-charging private schools and complete field research in South Africa, Kenya, and Uganda.
